For domestic calls inside Azerbaijan you dial the national trunk prefix 0 before the area or mobile code. For international calls into the country, you omit the 0 and start with +994 instead.

- Special short codes are used for emergency and service lines (101, 102, 103, 104, 112, etc.) and do not include +994 or the trunk prefix.

Older references may show trunk prefix 8 for some long-distance calls, but the standard modern format is with 0 as the national prefix.
Azerbaijan time zone & time difference
Azerbaijan uses Azerbaijan Time – AZT (UTC+4) nationwide. There is no daylight saving time, so the offset remains UTC+4 all year round.
For international calls it is usually safest to aim for 09:00–18:00 AZT on working days (Monday–Friday). Many offices in Baku and Ganja operate a 5-day week, while shops and services can be open later into the evening.

Azerbaijan country code (+994) – FAQ
Is +994 used by any country other than Azerbaijan?
No. The prefix +994 is dedicated to Azerbaijan. If your phone shows an incoming call from +994, the number is registered on an Azerbaijani network (even if the person is roaming abroad).
Why do I sometimes see trunk prefix “8” for Azerbaijan?
Older dialing guides and some legacy systems still show 8 as a long-distance prefix due to
historical Soviet-era practices. In the modern national plan the standard trunk prefix is
0, so current domestic formats are written as 0AA XXX XXXX or 0MM XXX XXXX.
How many digits are in an Azerbaijan phone number?

Does Azerbaijan have toll-free numbers?
